内容简介：This lecture takes a theoretical approach in investigating the problem of optimal regulatory regimes for the state sector in gradual transition economies. The paper argues that the regulatory regime and political environment influences regulators’ incentives and constraints. It identifies a trade-off that exists in the principal’s regime choices: a separated and decentralized regime with an advantage in preventing collusion between regulators and state-owned enterprises (SOEs), versus an integrated and more centralised regime with an advantage in motivating regulators. As market competition increases, the principal benefits by switching from the separated to the integrated regime. Furthermore, the combination of regulatory regime and market structure will affect regulatory efficiency. A mismatch between market structure and regulatory regime would lead to regulation inefficiency. Stylized facts and empirical evidence from China support these theoretical hypotheses. The findings have policy implications for reforming China’s, and other gradual transition economies’, regulatory regimes.

嘉宾简介：齐震，男，2016年5月获经济学博士学位（中国社会科学院-澳大利国立大学联合培养）。在《世界经济》、《中国工业经济》等国内权威期刊发表论文多篇。获省哲学社会科学优秀成果奖二等奖一项。另有多篇论文在Journal of Comparative Economics, International Journal of Industrial Organization等重要国际期刊审稿中。
